Hi Experts,
I am trying to Chnage Header Condition Value in VA02 using change BAPI, but its getting changed in Item level. Is there any indicator in BAPI so that I can change the Condition value in Header.

Not sure, but did you try to set ITM_NUMBER to zero in CONDITIONS_IN parameter ?
bapicond-itm_number = '000000'.
