I am using bapi_salesorder_change for updating the characteristics value but its not getting updated.

Could you put that piece of code here? I honestly think you have the wrong BAPI. Do a search in your system for a function module? If you use this, you'll probably find what you need: BAPI*OBJ*. There will be many different BAPIs. Read the documentation to find a better one to use.

However, if you show your code maybe there is something that can be done with that FM. I know we don't used characteristics on our sales orders.

You could search on these keywords: sap sales order update characteristics. I use Google.
