BAPI to create Inbound Delivery w/o reference

hi folks,

I've been asked by a client to create an inbound process where they can create in Inbound Delivery without reference to a PO. I've searched SDN and tried all manner of suggested BAPI's - BBP_INB_DELIVERY_CREATE, BAPI_INB_DELIVERY_SAVEREPLICA, GN_DELIVERY_CREATE. I keep getting the same issue - preceeding document data not transmitted. Yet the whole issue is that there is no preceeding document.

Has anyone else encountered this problem when creating Inb.Delivery's w/o reference, and any thoughts on how to to get around this problem.
