How can I know whether a report is running in backgrd or in foreground.
I have to raise an event , if it is running in background.

Use sy-batch to know whether a report in running in backgground.

good
before running the report you must have given the 'N' if it you want to run the program in the background, so while running the bdc if you want to fire an event than write the event immdeately after the call transaction statement.
