authorization for workbench

Hi Experts,

ABAP developer does not have authorizations to create objects WORKBENCH, SE38, SE18,SE19. He can only display the objects. How can he be given access to develop new reports, BAdIs, etc.

u have to get the access key from SAP. The basis person can help out getting the access key for change mode for development...

could you give me some information on role "SAP_ALL"? Does not it have change authorizations?
