Santosh,

You should not pass that to ME51. You will have configure the right Process code in the partner profile so that the concerned function module will pick up the idoc and process the data there by creating the purchainsg req.

Configure the inbound idoc message type PREQCR to create a purchase requisition.

The correspoding inbound fucntion module is BAPI_IDOC_INPUT1 and process code is BAPI.(see in we64 for more info.
