Activating BADI post implimintation issue

In the attributes (of BADI INVOICE_UPDATE) I see a message " BAdI migrates to enhancement spot INVOICE_UPDATE". Any significance of this text. I have activated my Method but unable to activate badi.

When I try to activate badi I am getting a message in a popup " Implementation ZONE_TIME_VENDOR migrated (see long text for instructions). Later I am navigated to window " Select or create enhancement implimentation " .

Please help how do I activate my BADI.

Are you using classic BADI in SE19?

Yes. Do you think I am having this issue because i am using Classic BADI in SE19.
