Pls. contact your BASIS guy
Go to service.sap.com, click on the Support Portal link. You will need your OSS userid and password. Once, you are in. Click the link in top level navigation "Keys and requests". Now click on SSCR Keys. If you have the permissions, you should be able to register as a developer and get your key. Here you can also register objects.

there r 2 kind of keys
1) developer key (which allows u to create ,change Z programs
2) Access Key ,which is required to change SAP standard codes, hope u r not talking abt this..
in both of the cases u need to contact ur basis team.

If you need the access key for applying OSS note, have a look at below link:

May be helpful to you.

Hi Vibha,
I have one access Key, which I used during installation. But I created new client for that the Old key is not working why it is like this?
Is every client requires new access key?
Thanks.

To be able to change programs, programmers must be assigned a "Developer Key". This is linked to the user's id.
To change a standard SAP object (eg Function Module) you will be asked for an Access Key. You get this key from OSS. It allows SAP to keep a track of which standard objects you modify.
You will need to log onto OSS and register this object. Once you do this, you will be given the Access Key. no other way.
