Yes as already been suggested u need to install MiniSAP thats the only way!!!

The easiest way is to get and instal MiniSAP on windows platform

The abap complier doesn't exist separately.

Install miniSAP as suggested.

Follow the link provided by Andreas, You want to download the stuff in the last column. Full ABAP Edition-Trial (with Web Dynpro for ABAP!). Install the engine, and the SAPgui.
