I was able to successfully install the new ABAP 7.52 SP04 Developer Edition in a VM on my PC. I am able to connect and log in using the predefined userid DEVELOPER in client 001 using both SAPGUI and Eclipse. I can execute transactions successfully and query at data. However when I try to create a program either in SE80 or in ADT on Eclipse, I am getting an error message saying that I am not registered as a developer and I am being prompted for an access key. I queried the table DEVACCESS and saw that there already was an access key in this table for user DEVELOPER (Access Key = 35408798513176413512). Just to confirm, the program name that I tried to create did start with a "Z" (Program Name = ZTESTPROGRAM). Is there a valid access key that I can use to be able to create programs in this system?
Thanks,

Ok, I figured it out. I did not delete the included temporary license and generate a new one. I had gone to SLICENSE and saw that the included license was still valid until January so I thought that I was ok. After doing more digging I found out that even though the included license was not expired, I still needed to generate a new license to get the included access key to work. I hope my experience will help someone else out with this situation in the future.

Thank you for the feedback.

Which user did you login with to delete the licence? On a fresh machine i used SAP* login and it doesn't allow it to delete

Hi Gregg,
Yes, that's right. The license that we ship with the product is a trial license - to give users time to get a proper developer license.
But you need the full developer license (as you suggest above) to actually develop.
Best wishes,
Julie.
