depends on the organization you're in.
CR (change request) is in my experience a change to an already approved design or concept. The change probably costs some additional effort i.e. money, so there is an official procedure of applying for and approving/rejecting CRs.
An approved CR will usually lead to a technical transport request to get the change to the subsequent systems in your landscape.

Hi,
CR'S means already development done and thre are new changes that comes in the program or may be some issues in it ,for that we need to change the program....It is called change request....
