As said by Mr.Sergiy, Please follow it.
Component Traceability Rules:
Allow Non-BOM Components on Add - If set to Yes (default), allows operators to add non-BOM components when they assemble SFC numbers through As-Built Configuration.
Can override at: site, material, operation, user
