Employee Central integration API with cloud for projects

we don't have Talent Intelligent hub in our system, and we need to replicate the skills from Employee Central to C4P (Workforce Capability, Catalogs and proficiency sets) we are trying to do so using and API (the same used in the Distribution model in MDI, we already have skills created manually, the replication did not work, there is another API we can use? how we can skip the validation if there is one?

As clearly mentioned in the following document "https://help.sap.com/docs/PPRM_OD/542f4545bc9d4ecd80bc3a0a6913a735/7eb90b343fad43cc9eb54b9df38cbf9d.html?locale=en-US" the step setting filters for workforce capability replication is not relevant if you have already created skills in C4P Resource Management. from you statement it looks like you have manually created skills and then trying to replicate workforce capability data to get the relevant master data, which is not possible.
