The easy way to fix this, shut down the agent via the MMC console, if you left the page to manage the agent open you will need to navigate to step 2, 3, or 4 or do a ctrl F5 something is kept in cache and doesn't actually check the agent.
Now you can unassign the agent successfully. Go back to the MMC and re-enable the agent, flip back to the web page and repeat the steps to force a refresh, will need to wait a minute or two as the agent is going through a verification with SolMan, hit assign and you will see the agent in the list of available agents. Far more complicated than it needs to be...
