Can we handle Scrap Auction from SRM in which we have to select highest price bidder. and do sales process through that price after approvals.

You can only do this by develompent.
Use BAPI_SALESORDER_CREATE with destination to your backend system on auction quotes.

thats right for creation of sales order but want to know is SRM is capable to do this scenario of Highest bidder selection?

In standard version SRM is not capable to do this scenario (CRM is), but small development and you will be able to create sales document from SRM to R/3 SD module.
