why is it mandatory to assign purchasing organisation to plant even in centralised purchasing????

Hi Gurus I have a scenario where there is a centralised purchasing organisation responsible for 2 plants where the purchasing organisation is assigned to company code but not plants , but when I am creating purchase order I am getting the error purchase organisation not assigned to plant . my question is why is it mandatory to assign purchasing organisation to plant even in centralised purchasing????

A purchase organization must be assigned to plant. Read the IMG help which is located for Assign purchasing organization to company code and Assign purchasing organization to plant.
