The built-in help functionality clarifies what each status means in the Landscape Management app:
In short, those statuses represent the interaction between the service/system and SAP Cloud ALM, not the status of the actual service/system itself. To move the state to "Active", you have to add those systems to the "scope" of one of the SAP Cloud ALM for Operations use case apps (e.g. Health Monitoring, etc.) and enable the data collection.
