Why does SAP Business Objects only support UTF8 characters? 4.3 SP4 release

We recently attempted to upgrade to Business Objects 4.3 SP4 only to notice errors when trying to add users subsequent patch releases we got same error. I finally found this note 0003437779  . Our oracle db is 19c and some have NLS_CHARACTERSET as UTF8 and some dont (WE8MSWIN1252), just curious as to why with Sp4 this is all of a sudden breaking when SP3 P9 works fine with non-unicode and if SAP has any plans to allow non-unicode (our dba's would like to know why they need to fix this). I could not find an SAP note on to why Sp4 is special and why it has to be UTF8 only.
