Automatic settlement rule for Network to WBS

Dear SAP PS Gurus,

Hope you are doing fine. I am facing inconsistency while working with Networks. While creating Network on a WBS element, it is taking me to settlement rule creation screen. I have selected custom settlement profile in Network type and maintained settlement strategy as '02' and default rule as 'PS1' in parameters for network type. I have the default network settlement strategies and '02' as settlement strategy for the network type. In this case Network is asking to create settlement rule when I create the Network.

But If I change the settlement profile in Network type to '60' which is default settlement profile for Network, it is not asking for settlement rule and automatically assigning the WBS as settlement receiver. Please let me know gurus where I am doing wrong or is it an inconsistency.
