In my opinion it's "possible" to host SAP Disclosure Managment but it's architecture is 3 Tier Client Server which is pre cloud. So I consider it an on prem soluiton.

Disclosure Management consists of 2 main parts - a web UI and an Office (Excel/Word) client
The web UI can be deployed in the cloud (e.g. AWS), but the client part will require on-premise Office. It will not work with Office 365, see https://blogs.sap.com/2020/07/22/disclosure-management-with-office-365/
