Request clarification before answering.
you have hidden the environment info so I don't know if you're connect to an environment or it just says "null" - if that's the case please go to Manage Environments and create one.
If that's not the case there are a few things to check, the easier one is authorizations, so try logging onto bpc and after you get this screen go to BW and enter t-code SU53. If you have auth issues please liaise w/ security.
Second thing is to check your IE settings around Enable Protected Mode..
If nothing works it is likely to be a system config. then ask your basis support
