Enable Proxy Access

 Is it possible to have an Admin user setup so they can proxy access any normal user to setup for example an Out of Office?

If you are admin, you can set the proxy access for user.

Check these following steps,

If you’re an administrator, you can only give the access to other user on admin's tenant.

To log in on tenant's behalf, you can follow these steps:

1. Go to Setup   Users   Users.

2. Find the user who granted you access to their account.

3. Click (...) next to the username and select Login as Proxy User.

   The page reloads, and you’re automatically logged in as the user who granted you access. You remain logged in as a proxy user until you log out. Furthermore, your login is logged in the User Actions tab of the Audit Trail.

Unfortunately, this does not solve the issue of having users who are unable to access their work laptop due to emergency or sickness. Since the proxy access also needs that user to enable it for the admin, which they won't be able to do like how they would be unable to set up the OoO setting as well.
