Hello Experts,
When I go under Administration >> License >> License Administration. I go under the Components tab, I see a license component called "Software Development Kit - Development Version".
1) What does this license mean and what are the functionality of this component.
2) Even though I have 20 licenses for this component, I do not have the ability to assign this license to any users in SAP.
Any help on this topic is appreciated.

Here are the answers for your questions :
1. The license is used to develop the a solution (add-on/extension) by a SAP B1 VAR (SAP partner company) or SAP B1 customer who want to develop their own solution (add-on/extension) using the API/s.
When you develop the add-on solution and your add-on is installed either in SAP B1 (using UI API) or not, the add-on have to assign with add-on identifier.
The add-on identifier is the add-on connection method. The add-on identifier can't be generated if you have no SDK development license. here is the screen shot of add-on identifier generator where you can generate the identifier:
In the above screen shot, if you can have 3 types of add-on. you can choose one of the add-on type.
2. The SDK license component is not a standalone license that can be seen in the license administration but you must have a SAP Business One Add-on-Access User or external license i.e. SAP B1 VAR addon solution. See the green box in the screen capture below:
Conclusion:
If you have the add-on solution, you need the add-on-access user or the external license to run the add-on for SAP B1 user.
If you have no SDK license, then you can't develop a solution (add-on/extension)
