Storage location and staging indicator selection in process order

we are having a problem with a specific material , when adding an extra line for an already existing component in a process order for this extra line the storage location and material staging indicator are not being filled. While the original line for this material does have this line.
We create a process order with a PV, we use control cycles and issueing storage location in the bom is filled. We only have this issue with one material. What could be wrong ?

I checked all obvious masterdata elements.
