ESS IT Declaration Proposed Amount exceeds Maximum Limit

Hi,

1) In ESS IT Declaration how to trigger an error message if proposed Investment Exceeds the maximum limit?
Suppose in Line Number 0007 Maximum Limit is 70000,even if we enter 100000 in Proposed Investment it is accepting.
only if it exceeds 9999999 it throws an error.

2) Which is the Current Valid Application we must be using for IT Declaration?
(a) Create Application -> HRESS_ITDL_EE_IN
Config -> HRESS_ITDL_AC_EE_IN

Approver Application -> HRESS_ITDL_EE_IN

Config -> HRESS_ITDL_AC_EE_IN

OR

(b) Create Application -> HRESS_A_ITDCL_IN

Config -> HRESS_AC_ITDCL_EMP_IN

Approver Application -> HRESS_A_ITDCL_IN

Config -> HRESS_AC_ITDCL_APP_IN
