I've never tried it but I think you have to turn on Multi-Language Support (Administration--System Initialisation--Company Details (Basic Initialisation tab). Once that is switched on you can go to Administration--Setup--General--Languages and check whether the language you want to use is already available. If not you can create an entry for it. Once that's done you can define translations for fields on your reports within the Report and Layout Manager.
However, I think this only works for marketing documents and not reports and other layouts. The alternative approach would be to build in multi-language support in the Crystal report itself by using a language parameter and formulas to translate any fields that require translation or by creating your own translation table in the database.
