a) combine multiple Outbound Deliveries once they have been created?

There is no option available for you to combine outbound deliveries which are already created. You can combine multiple Delivery proposals into one single outbound delivery, but an outbound delivery once created and released cannot be merged with another.

b) prevent ByDesign creating Outbound Deliveries for each confirmed task, and have it created on request for a sales order based on all completed pick tasks?

Once the task is with Finished status or if you use the Late Delivery Split option, the system will create an outbound delivery, you have no option to "Pause" the creation of outbound delivery. You can set up in the system to have the outbound delivery automatically be released or not, but not prevent the creation of outbound delivery.
