How can I determine past capacity performance, i.e. executed hours/required hours? Specifically looking for machine performance to requirements.

I'd suggest LIS Shop Floor Information System to run analysis of work centers historical data. See SAP Help: Work Center on available characteristics and key figures.

You can access the information system with SAP menu: Information Systems -> Logistics -> Production -> Work center

Capacity utilization key figure is available in the info structure S024:

Check with someone who have worked on those orders in past. You can check relevant tables for plan/production orders and download data in excel or create a report.
