Need to be able to prevent any additional resource assignments on WBS, but still allow the current assigned resources to log time on the WBS. Is this possible?
It is unclear from your questions if you are asking about SAP S/4HANA Cloud Public edition but assuming it is, you can consider using the "Authorization to Edit Projects" (/CPD/BADI_EP_ROLES) BAdI to implement your logic to control who can edit the project. This way only the users assigned to one of the project roles can edit it. The timesheet will be available as long as the project is open.
