Every time you do business in Netherlands, you need to send information to the tax authorities containing master data, opening balances, and transactions for a determined period. The Financial Audit File is a standard for sending information through a xml file and is used by the tax authorities and approved accountants to perform audits of the financial administration of Dutch companies.

As of SAP S/4HANA 2020 FPS1, you can generate the Financial Audit reporting file using the Run Compliance Reports app. This report is not available in SAP ERP and a premium license is required. For more information about ACR licenses, please contact your account executive. You find more details of ACR basic and priced reports in the SAP S/4HANA Feature Scope Description, available in the SAP S/4HANA product page. You can find them here: SAP S/4HANA. After the file is generated successfully, you can then send this file to the tax authorities.

Jose,

Is the ACR reporting you are referencing in your blog the same or similar to the requirements for customs audit file - international standard ISO 21378:2019 (also called ADCS)?

  1. SCOPE

Customs is an enforcement service that monitors the EU's external cross-border trade in goods. For example, Customs takes care of the levying and collection of duties, domestic excise duties and consumption taxes, as well as enforcement in this area. Customs ensures that goods traffic proceeds according to the rules and facilitates cross-border goods traffic. In that context, Customs, for example, carries out administrative checks or facilitates companies, for example by applying the chain regulation1. In the latter case, the Customs Stock Audit File is mandatory and in the former case, the Customs Stock Audit File offers benefits for companies and customs.

An audit file is a standard for storage and/or exchange of (transaction and master) data from administrative systems of companies, which form the basis of the audit object (for example the supplementary declarations and application messages2). Although the Customs Audit File Inventory focuses on goods from the point of view of Customs, it is not limited to customs goods. It also applies to goods with a different status such as excise goods or free goods. In summary, the Customs Audit File Inventory applies to all goods present. The Customs Audit File Inventory is also not limited to physical goods movements. Customs technical changes without a physical movement of goods are also part of the Customs Audit File Inventory (for example “clearing on the shelf”). The Customs Audit File Stock is limited to the provision of control data that are necessary for an administrative check or the supervision of the chain scheme. The latter means that the underlying data of the audit object is requested (data from the business administration) as well as the data that establish the relationship between that control data and the internal systems of customs (i.e. the audit object such as the supplementary declaration or presentation message).

Hello Jay,

The audit file described in this blog is different from the customs audit file. The audit file described here contains all (including domestic) relevant transactions (focus on invoices) within a certain period. Besides that it also includes business partner data and data with regards to the general ledger. The audit file is used by auditors and the tax office to do audits and as such provides detailed information about the above mentioned data for a specified period.

As indicated the transactions reported focus on the invoices posted during a period. Information about goods movement as you mention is not part of the audit file described in the blog.

regards

Rikus
