iOS 9 · A system error occurs on the iOS devices when enrolling the first time via Self-Service Portal. This applies to iOS 9.2 and later versions, i.e. 9.2.1.
SP14 has been released, you can find the more details on Release Notes.

As per screenshot, you are below SP5 version, you can give a try to upgrade to SP14.

FYI:
The past problem that output this message was fixed in Afaria 7 SP5 HF06.
Did you try the latest patch(SP & HF)?
