question crystal reports 2020

We are a public organization.

We are going to develop some .NET desktop client applications that will be installed in 3rd party companies. These applications will generate a pdf report made with crystal reports 2020 for visual studio.

In this case the runtime engine we believe that is FREE as it is a client application, as described in: (SAP Crystal Solutions Licensing)

Do we need a license for 1 developer with visual studio? The version of crystal report is 2020 version.

Page 4 or 5, You or the 3rd party companies you sell your app to will require purchasing a copy of Crystal Reports 2020

Be sure to provide updates, CR for VS typically releases an update 2 times a year, it includes Security updates and new OS support and other 3rd party updates.
