is a licence needed for installing SAP NetWeaver Developer Studio ?

Hi Elliot,
you do not need a license for the usage of the NWDS. That is at least the technical answer.
For the usage in a productive environment (means, you are developing apps for your company that are used on your productive systems) you should have a developer's license. For further details you should contact your SAP account (e.g. if you already have a license for an ABAP developer, in general this is also valid for Java development).

You donot need a license for developer studio.
It is based on Eclipse which you can download and install without license anyway.
You will need a (developers) license for the developers workplace however. This is the version where you also run your local Netweaver J2EE. If you donot have a license, after 30 days or so the J2EE wil stop (approx. 30 minutes after startup) with an error message like: no valid license.
The license for the Developers Workplace can be requested like any other license. Your basis team will know the details.
