Product expected to be classified even though no control check box is set - SAP GTS

Hi , I have an issue during license determination for US Re export

we have legal regulartion ZEAR for US control and Z_USR for US Re-export

In control settings for EAR , I have set every product is relevant for check as per client's requirement

But there are some products that should not be checked for license so I use the 'no control check box' in master data

But when a document is created it says that product is not fully classified for EAR

The detrmination file was given by data provider and we cannot manually change the strategy for this license exception

Kindly provide some suggestions
