Hello Naing Zaw-Tun,
Please check the note 891451. It mentions inbound processing setting and report.
1. Check the inbound processing setting in SCOT transaction. Settings -> Inbound Processing.
2. Check the report RBBP_OFFLINE_EVAL
Please check also your internal network email setting. Your email gateway should route the mail to SRM server based on the domain.
Regards,
Masa

Hi Naing Zaw-Tun,
Not sure why this could be happening. The WI should be processed. The have been several notes written in the last 12 months regarding this mailing program. I recommend you upgrade to the new mailing program that comes with SRM 5.0. RBBP_NOTIFICATION_OFFAPP. They're really dont seem to be many problems with it and with the lastest support packages, very little seems to go wrong.
Hope this helps
