I've got the same issue than a previous ticket concerning adding objetcs to a new promotion.
Impossible to add object to a new promotion using CMC 4.1
I've already tried suggested solutions without any success (same results with different browsers, all services are on and also tried a reboot)
Is there's a solution to this problem?
