New Product Stock is not allocated from Source Location to Receving Location

We have introduced new product at our Factory but stock is not allocated from Source factory to Receiving location.

We have checked all the checklist

1. Transportation lane Tcode- /n/sapapo/tl3

2. NOD Tcode- MM03 and /n/sapapo/rrp3

1. 3. Safety Stock

2. 4. Variants in FC Correction

3. 5. Variants in IM IND job

4. 6. Variants in Daily PDS job

5. 7. In MM03, checked all master data and MRP type (X0)

8. 8. Procurement type: ‘E’ at factory Tcode- MM03

1. 9 . Procurement type: ‘F’ at Depots Tcode- MM03

1110. Carried out CCR

1111. Single item Heuristics and deployment. Tcode- /n/sapapo/SNP01 and /n/sapapo/SNP02

12. Stock is seen in APO and ECC and is also Synced. (Tcode- /n/sapapo/rrp3 and md04)

Still Stock is not allocating from source location to Destination

After checking the pending supply in /SAPAPO/SDP94, in the planning book KNPL_SNP94_HEU / SUPPLY PLAN and load location product 1009240 / D660 into this planning book---> Supply shortage is not seen

Can you guide how to check why Target stock level is not seen in system?

Which master data is missing in this?
