Statistical WBS or Statistical Internal order S4Hana

I'm writing to you because our client asked us to collect some costs on a statistical cost object.

They asked us to explain the pos and cons in the using of WBs or Internal Orders.

Could you please help me on this? WHICH ARE THE MAIN DIFFERENCES? WHY IT COULD BE BETTER TO USE WBS OR IO?

Now Internal order is replaced by simple project in SAP S/4HANA Public Cloud.

first of all thanks for your answer. We're not using Cloud verision. For this reason my client asked us to propose the best solution between statistical WBS and statistical IO
