I need to know the difference between these two concepts to be able to clarify the consultations in the fit to standard workshops.

From my understanding a "note" is a general memo or a "note", information that will further help you in the context of your project or Line of Business or Fit to Standard.
E.g. 5 Purchasing Groups needs to be defined for Purch. Organization "X", or Material Types are "X".
A "requirement" is a need from business for a new functionality.
E.g. You need to activate a BAdI or create a Custom Field.
