cost allocation assessment

Hi there,

I'm trying to do process cost allocation through assessment transferring the cost from one cost center to another cost center. I'm trying to do 100% cost allocation,but system is not allocating 100%. For more information let me attach the screenshot. in snip1 you can see sender cost center and you can see 100% amount has not been allocated. in snip 2 you can check the assessment rule.Please help
