"the application was unable to start correctly 0xc0000022" while running hdbsetup

Hi all，I need help.

My environment：VMWare Esxi 7 on HP Gen9 and have installed 2 VMs

SLES 15 SP3 for SAP Application and Wndows server 2019

After HANA2 Rev056 installed on SLES linux, I try to install hana client on windows by running hdbsetup.exe

Situation 1:

I got "The application was unable to start correctly (0xc0000022)".

I did several try to fix problem, like run gpedit.msc to enable admin....; run feature on/off to enable direct Display; add remote disk to trusted site; and chmod 777 hdbsetup.exe; chmod 777 vcruntime140.dll

Situation 2:

Then I ran hdbsetup.exe again, on start screen press ok and no error message, but nothing running.

Please give me some direction and suggestions.
