Issue with Active Ingredient Calculation

I'm trying to understand how to work with active ingredients. I have tried to setup a demo with sample materials. For an API material I've defined in the material master as 95 KAI = 100 Kg. I've maintained BOM with 200 KAI of active ingredient for 1000kg of the header material.

 When I check the recipe, it shows as 200 KAI. For the filler material I've maintained the formula as [001,001]-CQSM(002;002)

 But when I create a process order for 1000 Kg, the API quantity gets reduced to 190 on its own.

 I've maintained the proportion unit this way in the material master.
