Inspection lot created before Goods Receipt in Return Delivery SAP CS

Hello Colleagues,

I am working with SAP CS and would like to reproduce the scenario of scrapping. What I do it's RAS (Repair order) creation for a customer material.

Then I am creating LR return delivery and trying to post Goods Issue in a Return delivery the inspection lot created before GR, but I am expecting to make a technical check (QA11) after having materials on my stock (quality stock Q retrieved from schedule line)

Why inspection lot is created before GR?

Current setting :
1.SAP Customizing Implementation Guide -> Quality Management -> Quality Inspection -> Inspection Lot Creation -> Inspection at Shipping -> Assign Inspection Lot Origin to Delivery Type LR to 05 Inspection type
2.MM02 QM view has active 05 Inspection type

3.VOV6 IR SHEDULE LINE "Return for Repairs" HAS Movement Type 655 GD returns QI AND
