What are the advantages/ benefits of having industry neutral FICA version when it was developed to address specific requirements like managing receivables and payables for mass data processing industries.

I am not sure if I am right, but FICA regulations can be managed by an external software, interfaced to SAP to support Tax planning in recievables & payables.

My question was - why FICA is extended to all insutries. What are the benefits of having FICA in R/3 when is developed to meet specifc industry requirements
I mean how is it superior when compared to FI AR when it is not actually replacing FI-AR.
