It depends on the material master data.

Reserv for network: The material master data is set to allow manage in collective stock.
Reserv for WBS Element: The material master data is set to allow manage in individual stock.
If material master allow both of them, then these two reserves option will appear.
Purchase requisition is available if materil can be purchased externally.

In PS configuration look at Project system -> Material -> Procurement -> Define Procurement Indicator for Material Components (transaction OPS8)

This indicator is assigned to the Network Profile in PS->Structures->Operative Structures->Network->Settings for Network->Maintain Network Profiles (OPS4)
