I believe SAP Build needs to use a Custom IAS Tenant for authentication, not the Default Identity Provider. So those role collections need to be assigned to a user created in the Custom IAS Tenant.

Oh wow, I see them in Build Apps too now. There must have been a recent update to Build Apps. So I guess that resolves your issue, doesn't it? No need to use Appgyver now.
