ODP DTP: "Package 000001 has not been extracted yet and therefore cannot be read again"

I have created 10 DTPs for an ODP ECC extractor using non overlapping selections.  The initializations load successfully, but after the first set of Deltas, only one DTP is successful and the others fail with the following error:

Package 000001 has not been extracted yet and therefore cannot be read again

In ODQMON the subscription view shows the DTPs, but the selection for each one looks like they are all merged together

We are attempting to do this in order to run multiple deltas in parallel.  The previous init/dtp was running very long. 

Any assistance would be greatly appreciated
