Most companies and organizations around the world probably have heard about SAP SuccessFactors, which is one of the leading HCM cloud solutions in the market. A look at our customer base reveals that especially lots of public sector organizations already make use of SuccessFactors to manage their employees, to run compensation, to offer employee training, and to handle many more business challenges regarding employees.

But there is more in it. While managing employees is a necessity, also think about your citizens. There are many HR tasks which can be adopted to the population of your country as well. Let me provide some examples:

  • Training for citizens: social agencies may be in the role of a training provider for unemployed persons or refugees for instance. Technically this is pretty much the same as offering training to employees. So why not use SuccessFactors Learning Solution to provide training for people who are not working for your organization?
  • Offerings for job seekers: Academy Cube allows for great job matching capabilities. There is no reason why you only should offer jobs within your organization. But you can help the businesses of your country to find the best candidates for vacant positions. And by doing so making the labor market more efficient, which again reduces the number of social beneficiaries.
  • Application management for grants and educational measures: applying for a job is very similar to applying for a grant or a training. As well for the applicant and for the provider. So you may consider using recruiting capabilities for that kind of applications when it comes to scholarships, retraining, or awards.

When you think about it you will find many more areas where HR software may come handy for employees and citizens. So maybe you want to extend the scope of your HR use cases beyond the boundaries of your organization to your core processes.

Interesting ideas, Wolfgang.

Question: how would you differentiate between free "Massive Open On-line Courses", offered by edX, Coursera, and even OpenSAP - and the proposed learning from SuccessFactors? If companies and institutes of higher education are offering free training on-line, why would a public sector agency also offer learning to its citizens?

The internal learning management use cases for employees and even volunteers is clear. Consider, for example, volunteer firefighers. They provide services to the public but also have to remain up to date on certain trainings. Those trainings which can be delivered via a learning mangaement platform which can help manage certifications would definitely add value. I am just struggling to figure out the use case for the general population.

I had in mind not open online courses, but training for selected persons. Like upskilling firefighters as you named it. Or retraining unemployed persons to qualify for another job profile. An agency assigns specific users to a training.

Open online courses for everyone is another thing you could think about. But as you say, there are lots of good solutions available for. So no need to add another one.

Thanks for the clarification. I did not have in mind "upskilling firefighters" so am sorry for the confusion. I meant certifications that can be obtained on-line or compliance requirements that must be maintained, such as codes of conduct or other required training that could be delivered via a learning platform.

Sometimes these certifications are required for employees, contractors, and/or volunteers. Maintaining these and having a view of compliance can be a pain point. When I worked at NASA everyone had to take safety training, for example. It didn't matter that I was only at the particular center 2 weeks per month, the training was mandatory and NASA had to comply.  Learning management system to deliver and manage the compliance would have addressed this pain point.
