This is what the SAP documentation says (pp. 100-101; PLM510).
Possible authorizations are as follows:
● None: Used to remove user authorizations for single project elements. With this authorization, you can revoke inherited authorizations.
● Admin: Allows you to change, create, and delete project elements, schedule, and assign authorizations to other users. Admin authorization includes Read and Write authorization.
● Write: Allows you to make changes to the project element; for example, you can enter data. However, if you have the Write authorization, you cannot perform certain activities, for example, you cannot delete or create project elements, and you cannot assign any authorizations.
● Read: Allows you to view the document.
● Evaluate: Allows reporting for project elements. However, you can only evaluate those projects elements for which you have the Read authorization. This authorization can only be assigned to the project definition.
● Accounting: Allows costing if you also have the Admin authorization. This authorization can only be assigned to the project definition.
● Resource Management : Allows you to search for and assign resources to the project. This authorization can only be assigned to the project definition.
● Staffing Manager: Helps the system display all project roles with the Resource Manager via
Authorization staffing type, in the worklist of external resource management applications.
This authorization can only be assigned to the project definition.
Candidate Manager: Helps the system display all project roles with the Resource Manager via Authorization staffing type in the worklist of external resource management applications. This authorization can only be assigned to the project definition.

what does this function mean?

I tried in the system but couldn’t find the difference for the user with and without the checkbox.

I think, your project is not editable at all.
Possible, you should identify this user in "Responsible role". But you can do it with the role "Admin". That is, there must be a user "Admin".
But this is only a hypothesis. Maybe, You have opened the project in view (not edit) mode.
Or, for example, you did not unlock the phase "Test1".
Try to guess why the task ended up in uneditable mode. However, if the task becomes editable with full rights, then you need to add these users (E-TEST) as resources in the tab "Resources".

thank you very much for a good explanation.
In the authorisation "Write" it says: Allows you make changes to the project elements, you can enter data.
However if I give only "Write" rights on ACL level (or via ACO_SUPER), the user can not change anything. He can just write a notice or upload a document. Is it normal or it is a bug? Please take a look at the screenshots.

Possibly, so many "write" because you have the wrong definition on SPRO.
You can check it here:
SPRO -> SAP Portfolio and Project Management -> Project Management -> Resource Management -> Basic Setting for Roles.
