Something more lightweight (organizationally) would be in Code Jam style, as described in [https://www.sap.com/community/events/codejam.html]. It is usually but afaik not necessarily organized around an SAP Inside Track [https://wiki.scn.sap.com/wiki/display/events/SAP+Inside+Track], and even then I doubt that SAP has a copyright on the concept of such an event. I don't have access to a location, but I can volunteer to act as (Co-) Host within Southern Germany (or wherever a sponsor covers my travel expenses). I wouldn't, however, expect this to be a format sufficient to lure some Waterloo insider to Europe.
It would generally be interesting to get an idea about the possible possible audience for such an event, depending on region and topic.
FWIW, in 2016 @Michael Fischer has organized a German "SQL Anywhere Day" in Cologne, and for 2017 a follow-up event was planned, but unfortunately withdrawn, see here.
For the vast majority of technical questions, I'm very sure this forum is a better place, particularly after the former "SQL Anywhere topic page" in SCN has been discontinued in favour of ... hm, something I'm not aware of.
